Purpose

Track the lifecycle of every missing or incomplete record.

QuestionControl
Did the record exist?Identify originating event, series or duty.
Who held it?Record custodian and successor.
Was it transferred?Obtain transfer destination, date and accession/reference.
Was it destroyed?Obtain retention schedule, authority, date and disposal evidence.
Was it duplicated?Search alternative institutional/private holdings.

No allegation of destruction or concealment should be recorded as established unless the underlying record supports it.
