ITV Cymru Wales (formerly HTV Wales) — Forensic Assessment
Assessed 14 October 2026. Scope: broadcaster and archive functions only. ITV is a private company, not a public authority. It is not subject to the Freedom of Information Act, and there is no regulator route for an archive request. Everything below depends on its cooperation.
Current finding
- No wrongdoing by ITV is established. The material reviewed to date does not establish deliberate concealment, intentional suppression or post-production censorship. Questions about the publication and handling of the footage, and earlier disclosure requests, remain unresolved. (Current evidential position as at 14 October 2026; see the dated call note below)
- 2026 handling has been constructive in part. ITV’s public inboxes returned automated replies on 28 September and 10 October. A named archivist then took up the request personally and a phone call followed on 14 October. The call created an opportunity for clarification, but no specific search undertaking or remedy has yet been recorded. (On record / SOURCE PENDING)
- ITV remains a priority archive route. The original broadcaster in Wales was HTV Wales, whose archive and records may help establish the transmission, edit history and original context. (On record as to broadcaster succession; availability of each item not established)
- The available clip is a later copy, not yet authenticated as the original transmission. The viewing copy catalogued as GHF-E113 carries an “itv CYMRU WALES” identifier, a brand first used in 2014. The original transmission, its duration and its edit history remain to be established. (On record, subject to confirmation against the source file)
Who holds what
- 1968–2008: HTV (Harlech Television) held the ITV franchise for Wales and the West. In 1974 and 1988 the ITV news service in Wales was HTV Wales.
- 2002: the HTV service in Wales was renamed ITV1 Wales. 2014: renamed ITV Cymru Wales.
- 2012: ITV Wales donated its archive, about 250,000 items from 1958 onward including TWW and HTV material and a daily log of major news stories, to the National Library of Wales Screen and Sound Archive. ITV kept full access and commercial rights. The Library makes catalogued items available to readers.
- Today: ITV Cymru Wales has an archivist based in Aberystwyth who handles research requests.

Historic coverage of Great House Farm
| When | What | Status |
|---|---|---|
| April 1974 | Mary (Nancy) Williams opened the house to the public to save it (GHF-E090-N03). Whether HTV Wales filmed or reported it is not known. | Being sought |
| “1983-01-01” | The Media Gallery lists a broadcast still labelled “HTV News West”. The date looks like a placeholder, and HTV News West served the West of England, not Wales. Both need checking against the image. | Being sought |
| 1988, after the April eviction | ITV report catalogued as GHF-E113. Presenter Nicola Heywood-Thomas (an HTV Wales news presenter for 18 years), reporter Miles Fletcher, interview with William Buckler’s wife. It reports a High Court injunction stopping BP demolishing the farm, describes the eviction as “SAS style”, and calls the site “prime development land overlooking Cardiff”. The exact transmission date and programme are not yet identified. | On record (viewing copy) |
| 29 Nov – 6 Dec 1988 | Possession, then demolition from about 4am on 6 December. Any HTV Wales film of these days has not been identified. | Being sought |
Balance. The family has read the abrupt cut after “prime development land” in GHF-E113 as editorial. Because the viewing copy is a later re-use of the material, the cut may have been made when the clip was re-edited, not in 1988. Only the original transmission or the rushes can settle this.
2026 contact log
Times are UK time (BST). Phone numbers are deliberately left out.
| Date | From → to | What happened |
|---|---|---|
| 28 Sep 2026 | Family → ITV clip sales | Preservation notice. Automated reply said the inbox is for licensing footage; research requests should go to Viewers Requests. |
| 28 Sep 2026 | Family → ITV Wales news desk | Email titled “Record now public”. No reply recorded in the current log. |
| 10 Oct 2026 | Family → ITV clip sales | Archive search request for late November and December 1988 coverage, asking for title, transmission date, rushes and logs. Same automated reply. |
| 10 Oct 2026 | Family → ITV Viewers Requests | Request redirected as advised. Automated reply stated the service is for viewers wanting copies of programmes; no search was confirmed. |
| 13 Oct 2026, 17:51 | ITV Cymru Wales archivist → family | In Welsh: request passed to him; asked whether the family was available for a phone conversation. |
| 14 Oct 2026, 06:19 | Family → archivist | In Welsh: call any time. |
| 14 Oct 2026, about 10:17 BST | Owen (ITV) → Sion Buckler, phone | Owen asked about the story and how ITV could help. Sion appreciated the contact but reports that, after he asked ITV to help by answering the family’s specific questions, the call ended abruptly but politely. Owen described the December 2025 YouTube publication as coincidental and said establishing what happened in 1988 would now be difficult. Sion told him BBC Wales producer Elenid Hatcher had been briefed weeks earlier and was reviewing the story. This is Sion’s account of the call; no recording or transcript has been identified. |
| 14 Oct 2026, 10:53 | Archivist → family, copied to a colleague | In Welsh: thanks for the message; please contact colleague Nia Britton to discuss further. |
What the family is asking ITV for
- A search of the ITV Wales daily news log for April 1974, April–May 1988 and November–December 1988.
- The programme title and transmission date of the GHF-E113 report, and when and why the later version was made.
- Whether rushes, outtakes, scripts or running orders survive, and where (ITV or the National Library of Wales).
- That anything found is kept, and how the family can view it for research.
Parallel route: the National Library of Wales Screen and Sound Archive (nssaw@llgc.org.uk). The family first asked it about access to footage on 30 April 2026.
Acceptance test: each 1974 and 1988 date has either a catalogue reference for surviving film, or a documented search result saying nothing survives.

14 October 2026 — ITV phone call: open questions, risks and potential remedy
Evidence basis: Sion Buckler’s account of his phone conversation with Owen at ITV. The account is not an independently verified transcript. Statements below are questions for investigation, not findings of wrongdoing.
The unresolved editorial questions
- Family context and possible omission: Sion says the clip he has viewed does not mention that his mother was pregnant or that three infant children were part of the family context. Was that information included in the original broadcast? If not, was its absence an editorial choice, an instruction, a time/format limitation, or simply a difference between the surviving clip and the transmitted report?
- Did the clip air in this form? The exact programme, transmission date, running order, original broadcast copy and length have not been identified. The extant viewing copy cannot by itself establish what viewers saw in 1988.
- Abrupt cut and later editing: After the voice-over describes the land as “prime development land overlooking Cardiff” and the clip shows a person the family has interpreted as a BP bailiff with a paramilitary appearance, the copy cuts abruptly. Was this the original broadcast edit, a later re-edit, a rights/licensing extract, a technical cut or a later editorial decision? Was any material removed before the clip was published online in 2025? No censorship finding is made.
- Instructions, confidentiality or NDA: Is there documentary evidence of any instruction to omit the family context, or any confidentiality agreement that covered the story? No NDA has been identified. If an agreement existed, who was a party, when was it made, what material and subject matter did it cover, and was it story-specific or a standard/general agreement? It would be unsafe to assume that Nicola Heywood-Thomas was bound by any such agreement.
- Presenter’s personal connection: Sion’s personal recollection is that Nicola Heywood-Thomas was the mother of his best friend and felt like a second mother to him in approximately 2001–2003. He does not recall her mentioning the Great House Farm coverage or footage. That recollection explains why the question matters to him, but neither silence nor personal connection proves that she knew of the 1988 case, had a duty to disclose anything, or was subject to restrictions.
Publication chronology and earlier disclosure emails
Correction, 16 October 2026: the record now distinguishes three items: (1) National Library of Wales Watch and Listen catalogue item 507738, “Eviction News Material, 30 November 1988”; (2) the YouTube viewing copy linked at GHF-E113, for which the project chronology records 25 July 2025 as the publication date; and (3) the separate 5 December 1988 “Wales at Six” demolition headline/report being sought. The NLW catalogue record gives recording and broadcast dates of 30 November 1988, says the cataloguer “Not viewed”, and has no catalogue-created or online-publication date in the information supplied. The relationship between that cassette and the YouTube copy, and the uploader/source history of the copy, remain to be confirmed. The 14 October phone-call note separately records Owen as describing a “December 2025 YouTube publication” as coincidental; that remains Sion’s account of the conversation and must not be applied to the 25 July item unless the video identities are matched. The former attribution of a December 2025 upload to ITV’s YouTube channel is withdrawn. These facts alone do not establish prior knowledge or deliberate concealment by ITV or NLW.
What the 14 October call did — and did not — establish
Sion appreciated that Owen phoned, asked about the story and sought to understand how ITV might help. Sion said that practical help would include addressing the family’s specific questions. Sion reports that the call then ended abruptly but politely. On the present account, no specific archive search, disclosure undertaking, correction, compensation proposal, settlement offer or admission was made. The call may be a constructive opening for a voluntary, pre-litigation resolution, but it is not yet evidence that ITV offered a remedy without admission of liability. That question should be put directly and neutrally.
PRINCE2 issues, risks, concerns and opportunity
- Issue: the original transmission and edit history remain unresolved, and the case chronology must keep the 30 November NLW catalogue item, the YouTube viewing copy recorded as published on 25 July 2025, and Owen’s separate reported December 2025 reference distinct until source metadata confirms their relationship.
- Risk — evidence degradation: broadcast logs, scripts, edit notes, rushes, upload records and correspondence may be difficult to locate after nearly four decades; prompt preservation and a defined search are valuable.
- Risk — over-inference: treating an abrupt cut, a missing reply, or the presenter’s personal connection as proof of censorship, a secret agreement or dishonest intent would exceed the evidence. Keep allegation, memory, inference and documented fact distinct.
- Opportunity — present-day cooperation: ITV may be able to provide an accurate transmission history, search surviving archives, identify the source and edit date of the YouTube copy, locate scripts/running orders, explain the 2025 request-handling chronology, and state what can or cannot be established. Such assistance could have greater practical value to the family than pursuing compensation for an unproven historic wrong.
- Parallel dependency: Sion told Owen that BBC Wales producer Elenid Hatcher had been made aware of the story weeks earlier and was reviewing it. This is Sion’s report of the status of that separate BBC Wales enquiry; it is not a finding about BBC or ITV.
Controlled next steps
- Ask ITV to confirm the named contact and whether it is willing to undertake a bounded archive and correspondence review, without prejudice to either side’s position and without requiring any admission.
- Request the original programme title, transmission date, full broadcast copy if held, scripts/running order, rushes/outtakes, editorial or re-edit history, source master and available metadata for GHF-E113.
- Ask for the date the YouTube item was uploaded and whether records show receipt, routing or consideration of Sion’s June/July 2025 disclosure emails. Attach the relevant sent messages and available delivery evidence rather than relying on memory alone.
- Ask whether any contemporaneous editorial instruction or confidentiality/NDA record exists that is relevant to the report, and if so what its scope was. Do not assume such a record exists.
- Record ITV’s answer or non-answer by date. Keep the ITV and BBC Wales enquiries separate. Update the finding only when source material or a specific response supports it.
Current conclusion (14 October 2026): no ITV wrongdoing is established. The call was appreciated and may offer a useful route to practical cooperation; no offer or remedy has yet been established. The questions above remain open pending the original transmission, archive records and dated correspondence.
16 October 2026 — separate NLW catalogue item and chronology controls
A National Library of Wales Watch and Listen catalogue record has been identified at item 507738, titled “Eviction News Material, 30 November 1988”. The supplied record describes a one-minute HTV Wales Betacam item whose recording and broadcast dates are both 30 November 1988. Its abstract describes Miles Fletcher pieces to camera, bailiffs removing furniture, removal vans and Branwen Buckler leaving the farm, and says the High Court granted an injunction stopping BP demolishing the farm.
The catalogue itself says “Not viewed”; it notes that the tape contains unrelated clips and that this clip’s position is unknown, so the description may come from a broadcaster’s log. No catalogue-created or online-publication date appears in the record as supplied. It is not the separate 5 December 1988 “Wales at Six” demolition headline/report. Neither the record’s existence nor its normal rights restrictions prove concealment, deliberate editing or an exceptional NDA.
Open questions to NLW: ask Beryl Evans / the Enquiries team when the catalogue record was created and when it first became available online; search Watch and Listen and the wider catalogue for separate 5 December 1988 HTV Wales / “Wales at Six” demolition material; identify any candidate records, their catalogue identifiers, stated recording/broadcast dates and whether they represent a full programme, off-air recording, raw clip or compilation. Do not treat a negative search as proof of non-existence without recording the search scope and date.
Open questions to ITV: ask whether the full 5 December report or its transmission log, running order, script, rushes/outtakes and edit history survive; whether the apparent “prime development land” cut belongs to the original broadcast or a later copy; and whether footage involving Nicola Heywood-Thomas was broadcast or retained in another version. Ask neutrally whether relevant editorial or confidentiality records exist; no case-specific NDA has been identified.
Chronology control: keep separate fields for event date, recording date, broadcast date, catalogue creation date, online-publication date, disclosure-request/response date, and later YouTube upload date. Where a field is not supplied or verified, record “unknown” rather than inferring it.
16 October 2026 — YouTube publication chronology correction
The case chronology identifies the YouTube viewing copy 4GXmR7mAas0 as published by the National Library of Wales on 25 July 2025. This is an online-publication date for that viewing copy, not evidence of when the footage was first broadcast, transferred to NLW or first catalogued. Direct retention of the uploader/date metadata remains an evidence-collection task.
The 14 October phone-call note records Owen as referring to a “December 2025 YouTube publication”. Do not attribute that date to the 25 July 2025 item unless it is confirmed that both statements concern the same video. Ask Owen which exact publication he meant and reconcile the video IDs and upload dates. No evidence presently establishes that ITV itself uploaded the 25 July copy.
This YouTube item is also distinct from the National Library of Wales catalogue entry 507738 (“Eviction News Material”, 30 November 1988), which has no online-publication date in the supplied catalogue data, and from the separate 5 December 1988 “Wales at Six” demolition report under investigation.
