European Commission of Human Rights / Strasbourg — Forensic Assessment
Chronology and catalogue links — assessed 10-10-2026: Use the Institutional Involvement Roadmap (1877–2026) for the date-ordered institution/people/evidence sequence. The reported 1988 Cadw-to-Minister spot-listing letter has its own catalogue placeholder at GHF-E152; the original has not been attached to that page as at 10-10-2026. A placeholder records an evidence gap; it does not establish the letter’s contents or misconduct.
Forensic Assessment — European Commission of Human Rights / Strasbourg
Scope: historic Strasbourg application 14464/88 and the former Commission’s treatment of it.
Established role
Application 14464/88 was declared inadmissible in April 1989. The project record does not treat the Commission’s decision as a determination of the underlying British title chain.
Forensic control test
Identify what was actually submitted, what facts were before the Commission, the scope of the inadmissibility decision and what material survives in metadata or archival records. The destroyed underlying file cannot be replaced by speculation about its contents.
Current finding
As at 10-10-2026, the material reviewed does not establish misconduct by the Commission. This assessment is limited to the surviving application/records trail. The principal legal significance is procedural: the historic application does not substitute for a current domestic title/registration remedy.
Human action
Preserve the decision, application number and archival correspondence. Any request concerning reopening must be legally screened against the present Rules of Court; it is not the centre of gravity of the domestic case.
Acceptance: a bounded archival/procedural record exists and no unsupported inference is made from the destroyed file.
Institutional appearance timeline — linked source index
Coverage rule: this is a chronological navigation map of published Wiki source pages found by searching the current site index for “European Commission of Human Rights”. Every event label links directly to the page containing the source. It avoids duplicating source narratives. It records mention/appearance, not culpability. Dates are transcribed from page titles where available; “Date not explicit in title” means the linked source must be consulted. Search indexing is a discovery aid, not proof of exhaustive external coverage. 🕒

Records-access register appearances — direct row links
Rows below match the institution’s name or an alias in the reply register’s sender/reference or recorded description. A match shows an appearance in the records trail, not necessarily an act by this institution.
No matching reply-register row was found for this name/alias set. That is not evidence that no correspondence exists; broaden the alias search when new records are added. 🕒

Potential evidential gap: 1974 survey and Suggett note
The HER entry GGAT02038s cites R. F. Suggett’s December 1988 note and refers to H. J. Thomas’s 1974 survey. The 1974 survey reportedly recorded historic architectural features and considered a possible medieval core, subject to access limitations. The Suggett note postdates the demolition on 6 December 1988; the 1974 survey predates it. Heneb reportedly confirmed in October 2026 that the underlying source file had been digitised and uploaded to Archwilio. This creates a specific research question about the difference between the HER summary already visible to the public and the underlying documents made accessible later.
For Application 14464/88, the material question is whether the 1974 survey or its findings were known to the family or their legal representatives, whether they were included in submissions to the former European Commission of Human Rights, and whether any relevant material was available to Cadw or other decision-makers. The original application file is reported to have been destroyed under the applicable retention policy, so conclusions about its contents cannot be inferred from the inadmissibility decision alone. Compare surviving family/legal papers, the decision, Cadw records and the newly accessible HER source documents.
Current evidential status: potential gap for investigation, not proof of concealment, misconduct, unlawful demolition, or a different outcome. Historic significance did not automatically make the house Grade II listed. See GHF-E137, GHF-E183, GHF-E184, and GHF-E145.
Research update — application 14464/88 and the 1974 survey (17 October 2026)
The chronology now identifies a specific question for the family’s European Commission of Human Rights application 14464/88, declared inadmissible on 14 April 1989: was H. J. Thomas’s 1974 survey, or its findings, known to the family and their representatives and included in the material submitted to the Commission? The HER entry GGAT02038s refers to the survey and cites R. F. Suggett’s December 1988 note. Heneb reportedly stated on 14 October 2026 that the underlying HER source file had been digitised and uploaded to Archwilio.
The 1974 survey predates demolition on 6 December 1988; Suggett’s note postdates it. The fact that a source was cited publicly is not the same as proof that the underlying document was accessible to the family or submitted in Strasbourg. The evidence identified so far does not establish what the Commission received, and does not establish that its outcome would have differed. The Commission file is reported to have been destroyed; its contents must not be reconstructed by assumption.
