Roadmap added — 10-10-2026: Use the Institutional Involvement Roadmap for the chronological cross-institution path and named actors; the underlying chronology is evidence-status-qualified and does not treat an institution’s appearance as proof of fault. Related 1988 letter lead: GHF-E152.

How to read the institutional assessments

Each actor is assessed separately. A page records: precise institutional/entity identity; actual role; documentary evidence; control/safeguard question; current finding; human action; and acceptance test. Cross-links do not merge liability.

Litigation-critical actors

Priority public-authority evidence

Control rule

No institutional page may conclude “fraud”, “unlawful”, “concealment” or personal liability without the project’s actor-specific evidential threshold. A negative search is recorded as a negative search, not as proof of destruction or non-existence.

Current execution gateway

The institutional assessment layer now feeds the Litigation Activation page. Each institutional page must produce either a human action, a substantive decision, or a formally justified parked status. The objective is movement into evidence recovery, pre-action disclosure, live administrative remedy and litigation—not indefinite research accumulation.

Institutional appearance timelines

Institution-specific reviews now carry linked source chronologies. Each event title opens the evidence/record page rather than restating its contents. Entries are discovery maps, not findings of responsibility. See NPCC, South Wales Police, Cadw and GGAT.

High-level theory cross-reference: Cross-reference: the Cedwyn Estate Working Theory supplies the broader family hypothesis. This index should help locate records that may corroborate or falsify specific links, not convert institutional involvement into proof of wrongdoing.

Response Tactics & Response Friction Score

A source-based scoring register now distinguishes non-answers, cost or scope barriers, withholding explanations, record gaps and transparent replies. Each score applies to an individual message, not an entire institution; source status, confidence and mitigating details are recorded separately. Open the Response Friction Score register.
